CAUSE:
This is a bug in Windows 2008/Plesk 8.x. When trying to use the MailEnable Pro component, this error is produced. Plesk is looking for a file, but there is actually a directory in it's place.
RESOLUTION
For Windows 2008 64bit
Delete the web.config folder here -
C:\Program Files (x86)\Parallels\Plesk\Mail Servers\Mail Enable\Bin\NETWebMail
For Windows 2008 32bit
Delete the web.config folder here -
C:\Program Files\Parallels\Plesk\Mail Servers\Mail Enable\Bin\NETWebMail
